New load table thoughts

This is just to record my thoughts on what we need the new load table to do.

Be able to control all III bib and item fixed fields with 949 field

Be able to create order records with 960 and 961?

Ignore 938s

What about 949 second indicator 1? Required to create item?

put DVDs and videorecordings into the same MAT TYPE
